The 70% covers three different bills. Wages for the players and the coach. The yearly share of transfer fees, which the accounts call amortisation. Agent fees. Article 94 says the squad cost ratio must be no greater than 70%.

The limit came down in steps. UEFA's summary sets them out: 90% in 2023/24, 80% in 2024/25, and 70% from 2025/26. A breach can bring a financial penalty and a sporting penalty.

In the first year of monitoring, the Club Financial Control Body reported that every assessed club was within the 90% limit. The finding is in its 2023/24 update. The drop to 70% takes away the room those clubs had. A long contract spreads a big fee, and each year's amortisation still counts.
